    Chapter 5 THE COMMAND AND CONTROL SYSTEM FM establishes and explains the Army’s command and control (C2) doctrine principles. PURPOSE FM is the Army’s key integrating manual for C2. It provides the basis for C2 doctrine, tactics, techniques, and procedures in all Army . This document is intended to be the basic resource for anyone attempting to use the Army Command and Control Evaluation System (ACCES) to measure command and control .

    Effective training is the Army’s number one priority during peacetime. Training management is the process used by Army lead-ers to identify training requirements and then plan, resource, ex-ecute and evaluate training. At the company level, as at all levels of command, the training meeting is an essential element of the train-ing management.   The Army's Integrated Battle Command System's mission is growing, and it's unlikely the service will be able to shore up a now four-year initial operational capability schedule delay.
